The European Bioplastics (EUBP) is pleased to announce the approval of the Packaging and Packaging Waste Regulation (PPWR) by the European Union on December 16, 2024. This marks the final stage in the legislative process before the regulation becomes effective.
“Biobased plastics will play a pivotal role in reducing reliance on fossil-based materials while cutting greenhouse gas emissions over their lifecycle by utilising carbon absorbed during plant growth,” says Hasso von Pogrell, Managing Director of EUBP.
PPWR prioritizes sustainable packaging solutions, particularly biobased plastics, to support the EU’s circular economy and climate neutrality goals.
These materials are being incorporated into packaging solutions to align with the EU’s efforts to enhance packaging circularity and reduce environmental impact, while still meeting the necessary performance and functionality standards for packaging applications.
“Biobased plastics are not just an alternative but a necessary component of the EU’s transition to sustainable packaging systems. They reduce reliance on fossil resources and offer real solutions for achieving the Packaging and Packaging Waste Regulation’s goals. Biobased plastics can be seamlessly integrated into existing recycling streams, supporting the development of a circular economy for packaging,” von Pogrell claims.
European-certified compostable packaging solutions, such as those meeting EN 13432 standards, provide distinct advantages for certain uses, particularly in food packaging. They contribute to improved organic waste management and help minimize contamination in recycling processes.
Each Member State will have the authority to determine if non-mandatory applications should also be compostable as long as they meet the requirement for separate collection of bio-waste and the availability of composting facilities within their territory.
“Compostable packaging is therefore somewhat hostage to the willingness of Member States to properly implement the Waste Framework Directive, particularly the obligation for separate collection of bio-waste and the development of appropriate recycling infrastructure. Given the very diverse and deficient waste management situation at EU level, investments and incentives supporting innovation, education, and setting up infrastructure will be key to overcoming challenges and accelerating the adoption of compostable solutions,” von Pogrell concludes.
EUBP is dedicated to promoting sustainable packaging solutions by developing and advocating for the use of biobased, biodegradable, and compostable materials. The organization aims to play a role in the further development of the PPWR, particularly in the creation of secondary legislation.
