European Defence Union for strength, peace and freedom: A Call for a Stronger, Autonomous and Competitive Europe

The Munich Declaration 2025 was unveiled at the 61st Munich Security Conference, laying out an ambitious plan to bolster Europe’s defense capabilities and economic strength. The declaration was presented by prominent European policymakers, business leaders, and security experts, signaling a strong commitment to the continent’s security and prosperity.

The declaration, issued by the Europe Panel and its committee, was initiated by José Manuel Durão Barroso, Klaus Regling, André Loesekrug-Pietri, Othmar Karas, Antonella Mei-Pochtler, Andreas Treichl, and Martin Schoeller. It outlines concrete steps to enhance Europe’s security architecture, technological leadership, and strategic autonomy in an increasingly volatile and protectionist global environment.

Munich Declaration 2025 Key Commitments:

European Defense Union – The declaration emphasizes the need for enhanced coordination of military forces, efficient centralized procurement, and a rise in defense spending to 3-4% of GDP. It also supports the establishment of a European agency similar to DARPA to lead in AI, cyber, space, drones, and defense technologies, maintaining Europe’s position as a leader in innovation.

The declaration emphasizes the urgent need for completing the EU Single Market, fostering AI-driven productivity, and enabling strategic investments in manufacturing, energy, and cloud infrastructure. Regulatory adjustments, more trade agreements, and a capital markets union are crucial for stronger growth and Europe’s global competitiveness.

There are options for sustainable financing to increase both private and public investment in defense, technology, and infrastructure. The declaration suggests using existing European financing instruments, like a European infrastructure bond market, or the ESM, which currently has 400 billion undrawn lines. It also acknowledges that a temporary increase in fiscal deficits and debt, in line with European and national fiscal rules, will be necessary to immediately strengthen defense capabilities, innovation, and growth. Additionally, European infrastructure investment spending will be covered by value, growth, and tax income, enhancing European public and private assets over time through dual-use technology.

By signing the Munich Declaration 2025, we are committing to taking decisive action to build a more resilient Europe that prioritizes security, prosperity, and strategic independence. It is imperative that European governments, institutions, and industry swiftly implement the measures outlined in the declaration.

At the EFA25, the European Forum Alpbach will facilitate discussions on security policy, with a focus on the European Defence Union as a key topic in the “Security” track.

Europe Panel is organized by the European Forum Alpbach, the Bavarian Family Entrepreneur Association, and the Joint European Disruptive Initiative (JEDI), which serves as an advanced research projects agency for Europe. The event is an official side event at the Munich Security Conference 2025, held at Hotel Bayerischer Hof.
